Forget about other passenger's comfort, it should be done as a matter of fairness.  Everyone gets charged for extra baggage, or baggage over the weight limit, because it affects the fuel usage.  Doesn't someone who weighs 150lbs more than the average also affect fuel use?

very true and if a small child takes a seat then they are charged a plane ticket..same thing
