Matt- you always talk about bringing your legs up. Instead of talking about it, do it. Squatting your brains out, supersets, drop sets...make sure you can't walk out of the gym. Get in the gym and do it, and your legs will respond. Your upper body, it's evident it responds to your training very well, so if you were to train legs with the same desire/passion/dedication as you do the rest of your body....they will come up.
