HAARP Again?

These red rings were seen in places where some say HAARP is being used... in such cases earthquakes happened during and after the rings were seen, weather anomalies saw these strange rings appear before hand, China earthquake saw  colorful rings in the sky before hand and Russia saw a strange circular ring formation in the clouds that look like a descending UFO. Will have to keep an eye on this to see if some anomaly of weather or geological activity occurs in the near future.

With Alex now behaving wildly and turning around in the Gulf I am wondering if this is HAARP now. I just posted a thread about Alex returning to the Gulf and strengthening back to a hurricane...this is UNUSUAL at the very least and could speak of the power of this HAARP device in manipulating weather.
