Who was that Filipino Bodybuilder that they always showed in the 90s Mags?

He was dark skinned, had long hair and high lats...they always showed him in mid 90s mags like Ironman, it was always in photoshoots, and non-training. Last name of Valintillo or something like that.

No, he had a Latin name...something weird for the last name...he was never in contest condition, very high lats and thick skin... And was shorter than Ade Rae, who is 5'11.
