He's definitely got some size.  Yes, he needs to fill out a bit more and bring his conditioning up but is he really so far behind?  I think at 25 his age should be taken into consideration.  Phil Heath was 25 in 2004 and look how far Phil has come since then.  I think Dan looks pretty good:
