Having listened to that ENTIRE segment on Rush's show, I can tell you that his statement was a direct JAB at the tree-hugging left, that love to blame certain disasters on man's alleged abuse of the Earth, some of whom worshipped the earth spirit/goddess, Gaia.

Rush's point was that the Japanese have, on paper, bent over backwards to preserve the Earth via recycling, giving us these electric cars, etc. So why did Gaia nail them with a quake and a tsunami?
