Looks to me to be the reverse. They need to have a quota of white players considering so few are in the team. But no, they cry racism when most of the players are already black. But I laugh at their failures they suck!

The only exception is the french national team. I was watching them this summer, against nigeria, and it took me 15 minutes to figure out which side was from europe.

If 90 percent of your country, is white, and less than half of the players are white, there should be a quota, I don't care if you import players for a national league, but having a national team, representing a people should not be full of foreigners.

Ashley Young, Chris Smalling, Rio Ferdinand and Danny Welbeck are all English and play for England. Now that is 4 of the black players you just mentioned, leaving only Nani (portugese) Anderson (brazilian) and Evra (french) who are black/brown/whatever.
