Hierarchically a King is superior to a Queen.
So if the reigning monarch is a female ie a Queen, her spouse cannot be a King Consort because hierarchically it would put him before is wife, this is why they is never a King consort (Husband of a reigning Queen)

If the reigning monarch is a male, Hence a King, his spouse is a Queen Consort since hierarchically a Queen comes after a King

As far as Prince Charles, The Prince of Wales is Concerned, His current wife Camilla, The Duchess of Cornwall will most probably become Queen Camilla, a Queen Consort. As of now though is is titled The Duchess of Cornwall, she is technically the The Princess of Wales, but when she married Prince Charles they decided that she would use another title of her husband as a sign of respect to the late Diana, Princess of Wales. By the same token, they said when she got married that when Prince Charles becomes King, out of respect to Diana, Princess of Wales, Camilla would not be a Queen Consort but rather a Princess Consort, But Prince Charles has since changed his mind and said she will be Queen
