Dude, I deal with ish everyday. A lot of things aren't reported, if cities want to maintain a safe status, certain things don't make the papers. For instance, Montgomery Co, Maryland is one of the richest counties in the nation, and held the richest for a long time. There is this perception that there is very little crime there. But, there is A LOT. You get the stuff from the county, DC, VA, PG County and other counties. But, what hits the papers, and then the net, is only a fraction of what happens. They and the capital of MD want a certain perception for certain places, to bring businesses and to keep businesses. It's a shell game.
Also, in certain communities, they won't report certain things to the authorities for fear of being deported.
So doing some Google-Fu doesn't show you the real life situations.
Once you start understanding that certain systems grow and evolve, and in a capitalist society, those system evolve into ways to make money---why the hell would politicians who want to attract more people and businesses put the truth out there.
The judicial/criminal system is a way of making money---and guess who are the fodder? Those cities that you were alluding to...but that is another topic.
