Libya's Misrata tense after death of man who caught Kadhafi

Tension gripped Misrata Tuesday after the death of a rebel from the western city who was credited with capturing late Libyan leader Moamer Kadhafi, but who was later abducted and tortured in a rival town.

Omran Ben Shaaban, 22, was kidnapped by armed men in July in the oasis town of Bani Walid, which was a final bastion of Kadhafi loyalists in the 2011 conflict, his brother Walid told AFP.

Shaaban tried to escape his assailants but they caught up with him and shot him in the neck and stomach, Walid added.

The Misrata native was freed 50 days later in critical condition thanks to the mediation efforts of Mohammed Megaryef, president of the ruling General National Congress (GNC), who visited Bani Walid last week.

But he later died in a French hospital where he was sent for treatment, Walid said.

On Tuesday, a private plane flew Omar Ben Chaaban's corpse to the coastal city of Misrata where his family, friends and well-wishers were waiting.

This former rebel had shot to fame last year with several photographs and videos showing him grabbing Kadhafi at the moment of his capture on October 20, 2011 in Sirte, before he was killed.

His death puts an added strain on the already tense relationship between Misrata and Bani Walid, neighbouring but historically rival towns which found themselves on opposite sides of the 2011 conflict.

Former rebels from Misrata and other Libyan cities consider that Bani Walid was not "liberated" of the "remnants" of former regime loyalists.

"We will take revenge militarily but legitimately," said Walid Ben Shaaban who commands a brigade made up of ex-rebel fighters.

"We will give the authorities an opportunity to tackle the issue but if they fail to act, we know how to make our move," he told AFP.

Late Tuesday, the GNC, which is the highest political authority, ordered the ministries of defence and interior to find those who kidnapped Shaaban and "use force if necessary."

It also issued a statement published on the official LANA news agency lamenting the "loss of a brave hero" and vowing to take all necessary measures to bring the perpetrators to justice.

In July, fighters in Misrata threatened to attack Bani Walid after two journalists from their city were kidnapped there.

A crisis was averted thanks to intense mediation by the authorities who obtained the men's release.

Republicans said Tuesday the stark contrast between President Obama's speech to the U.N. General Assembly Tuesday compared to his remarks a year ago — on Iran, Libya and the greater Middle East — are a measure of the administration's foreign policy failures.
 
A year ago, they note, Mr. Obama was hailing the ouster of Libyan strongman Moammar Qaddafi and the series of democratic uprisings across the Arab world as hopeful signs of progress.
 
Republican presidential nominee Mitt Romney has argued that the recent violence in Libya, including the murder of U.S. Amb. Christopher Stevens, Iran's bellicose statements over its nuclear programs and the government crackdown in Syria are evidence that Mr. Obama's foreign policies have backfired.
 
"For nearly four years, President Obama's foreign policy has left our closest allies alienated and our security threatened," said Romney spokesman Andrea Saul. "Instead of delivering a 'new beginning with Iran, the president's failed policies have allowed Iran to move closer toward nuclear weapons capability. Out national security and allies in the Middle East can't afford four more years like the last four years."
 
Mr. Obama's speech last year at the U.N.'s annual meeting touted his strategy of marshaling international support before taking military action or taking on state-building responsibilities. Credit for Libya's liberation belongs to the Libyan people, Mr. Obama asserted during his 2011 speech, but Libya is also "a lesson in what the international community can achieve when we stand together as one."
 
The Republican National Committee released a new video "A Crisis in Leadership" focusing on Mr. Obama's recent comment during a "60 Minutes" interview that the recent clashes in the Middle East are "bumps in the road," arguing that the violence and unrest reflects Mr. Obama's "weak leadership."
 
"President Obama promised that he would restore America's moral standing in the world. But in the last four years, instead of standing up for America's interests and values, this president has led from behind," RNC Chairman Reince Priebus says in the video. "President Obama may think that the recent attacks in the Middle East are just 'bumps in the road,' but in reality that are a serious national security crises that reflect his weak leadership."
 
Mr. Obama's schedule U.N. last year underscored what he believed was a strategic success in Libya as he met with Libyan Transitional National Council Chairman Mustafa Abdel Jalil, and later with the Libya Contact Group. He also sat down with 12 other world leaders including Afghan President Hamid Karzai and Recep Tayyip Erdogan, the prime minister of Turkey.
 
But this year, the president left the bilateral meetings to Secretary of State Hillary Clinton while taking a break in the afternoon to tape an appearance on ABC's daytime talk show "The View," prompting criticism that he cares more about his reelection efforts than the crisis in the Middle East.

Libyan president to NBC: Anti-Islam film had 'nothing to do with' US Consulate attack

An anti-Islam film that sparked violent protests in many countries had "nothing to do with" a deadly attack on the U.S. Consulate in Benghazi earlier this month, Libya's president told NBC News.

In an exclusive interview with NBC News' Ann Curry, President Mohamed Magarief discounted claims that the attack was in response to a movie produced in California and available on YouTube. He noted that the assault happened on Sept. 11 and that the video had been available for months before that.

"Reaction should have been, if it was genuine, should have been six months earlier. So it was postponed until the 11th of September," he said. "They chose this date, 11th of September to carry a certain message."
