If god is all powerful it must be his "will" when people is raped and killed.
Unless god doesnt have any powers.

God gave man free will to decide whether to serve him or not. But, whatever choice man makes, he will one day stand before God and answer for it.
"Rejoice, O young man, in thy youth; and let thy heart cheer thee in the days of thy youth, and
walk in the ways of thine heart, and in the sight of thine eyes: but know thou, that for all these things God will bring thee into judgment." Ecclesiates 11:9
"I call heaven and earth to record this day against you, that I have set before you life and death, blessing and cursing: therefore

Why does God give free will to men? Because he doesn't want robotic believers. He wants people that will worship in spirit and in truth:
"But the hour cometh, and now is, when the true worshippers shall worship the Father in spirit and in truth: for the Father seeketh such to worship him." John 4:23
