Ism't there some sort of protective barrier involved that would protect ordinary citizens from accidental death by electrocution?
There is sometimes a thin wooden barrier or fiberglas one, but it's light, only ment for to protect the rail from snow, trash, or the occasional shoe bump by a worker.
Every few years someone dies from hitting it, usually it's a drunk that passes out or stands too close to the edge peeing and falls into the trough, and winds up touching it somehow. Another interesting one that happens sometimes, is that a few folks have died relieving themselves between cars while the train is moving, they lose their footing and get sucked into the works.
