Senator Paul did that so he could get a clear answer in writing for the public, we should be thankful for representatives like Paul who hold their feet to the fire and protect our freedoms.  They refused to clarify until he held up the nomination.  You are a fool if you read this any other way.

No he didn't, he used examples of imminent threats that would always be responded to with imminent, deadly force. 

He wouldn't say that non combatant American citizens wouldn't be targeted without judicial oversight.  The fact that we would even have to ask is insane.

and Rand Paul get's up in public and muses that the POTUS could simply decide to target Jane Fonda or people in cafes
