Isn't that prime example of culture of individualism and hedonism ?
This is common in many Asian cultures, especially Chinese, they don't get involved in accidents and as someone else stated, the man's wife told him not to stop.
You could be shot lying in the street and I bet in China no one would bother to even look at you. In some of these countries life is cheap and no one cares. In this country if someone breaks your finger you can buy a fancy sports car off the law suit. I remember my jiu-jitsu instructor said he saw a guy get hit by a car in Brazil and no one bothered to help the guy with a broken leg. He got a cab and the cab guy didn't want him in his cab. He had to pay extra to get the guy to the hospital.
