The talks went nowhere. He is now attending New York University and happily smokes up every night with his friends.

I tried to tell him that daily use could possibly affect his day-to-day memory and overall sharpness, but he simply told me that so as long as he keeps a GPA above a 3.5, that I shouldn't worry too much. After that, I decided to stay out of it.

He is 18 years old now and feels like quite the big man living on his own (albeit in a dorm, with a meal plan and tuition, all of which are paid by his parents).

They "supposedly" even have a sophisticated marijuana delivery service (door-to-door kind of thing), whereby they don't even have to leave the premise. I told him to be very careful and to consider slowing down, but as long as the grades are high and he isn't breaking the law (i.e. hurting others), what can I do?

What's very strange and/or suspicious is that the park is surrounded by law enforcement on all four corners of the park and there is a very sophisticated surveillance system as well.
