Hi mate, sorry for the late reply, I was travelling.

The document seems to be a statement concerning the salaries for the Italian Army during the 20 years of Mussolini's "reign".

The text is incomplete since there are three preambles (the "Visto..." which translates as "Given that"), but in the text you copied there is no conclusion.

The three "Given that..." points are as said a preamble to a final statement (missing) which for sure is fixing what the salaries of the troops must be from that point.
Note that in the last point (Ref. 16 giugno 1935 n. 1026) the document speaks also about officials, not only normal troopers of low level.

Also the first reference is to a "Regio Decreto" which was very similar to a normal law but made by the king instead of the parliament; just a side note since from 1922 with Mussolini in power the king become just a mere cosmetic thing since the power was in the hand of Benito and the Partito Nazionale Fascista.
As a matter of fact when Mussolini took the power by marching to Rome it was the king himself to refuse to deploy the troops in order to stop Mussolini's people who-in the end-were just civilians and could be taken over very easily.
