My Indian friends all use paper and never make an issue of it, the old people do still watch and will yell at people if they use their left hand, even if everyone is abides by western bathroom habits.

I actually had a friend from my childhood do the same thing here in the US. One time he spent the night at my house and asked why we didn't have a trashcan in the bathroom for toilet paper.   I dunno if it was a cultural thing he carried over from his parents being immigrants or if it was because he lived in a trailer park with poor plumbing.
