Most of the cases stem from these broads getting shitfaced in the dorm or off campus and getting taken advantage of by drunk dudes and regretting it later on.

However, IMO, the problem is less "sexual" issues, and rather, ALCOHOL issues.

Every college in the country should double the punishment for underage drinking.  Grades would skyrocket, sexual aassaults plummet, gym attendance climb, fewer traffic accidents, and plenty of other good side effects.

I never understood the mentality of "oh, it's college, it's completely normal for 18 year olds to get piss drunk every night".  No, it's against the law, and the "RA's", or college advisers doing the supervision in each dorm, are usually 23 year old dudes trying to fck the 19 year old drunk sophomores. 

But yeah, it's good that Obama is focusing on this also.  If you're 18, and you attend a rowdy state university, this issue is more important to you than obamacare is.

devote more resources to police presence on campus.  greater legislation to punish rapists.  cut the drinking with laws & education.  Make it easier to report rapists.  more $ to those little alarms on campus.  better security systems.  Simply knowing you had to do the 'walk of shame' on camera after date raping someone, knowing you're on camera, would stop half of them.  I see more cameras at walmart than I do at colleges.

Hey man, I'm all for cutting 90% of the BS we pay for.

however... cutting all that $ means a shitload of people lose their jobs and vote against incumbent - so it'll never happen, with either party.

I'm just living in reality... we are going to spend the $.  that's a fact.  So at the least, spend it on better safety at campuses, and less on ball washing programs in another hemisphere.  That's all I'm saying.

The $ is earmarked, it's pork, it's going to be spent.  That's a given, nothing to debate there.   But HOW we spend these dollars is what we are discussing here.  And I think better education, more police resources, and yes, far greater punishment for 23 year old dudes that feed a bottle of jack to an 18 year old female.
