Muscle attachment point getting higher and higher?
The same has happened with my forearms. When a young man, they were attached pretty close to wrist but now they have receded. Not saying my forearms would be like Jay's but I reckon the phenomenon

you mean the brachioradialis right? or wristflexors?

receiding brachioradialis seems to be quite common

This seems to be the case with a lot of pros, Jay and Branch being prime examples. Triceps seem to recede as well like that.

and this stuff about muscles 'receding'???

eh... a muscle's attachement does not change unless it's ruptured and shriveled up (like a pec, or a bicep, or a calve, ect...)

what you have is atrophy, and atrophy alone.

whether it's from a tear or from nerve damage.

bodybuilders who've been training for 20+ years are BOUND to have some nerve damage and scar tissue built up.... if a muscle doesn't 'fire', it's not gonna contract. if it doesn't contract, it's not gonna have stimulation to grow or even maintain size.

years of benching like a bodybuilder will invariably cause damage and impingements in the shoulder, and those impingements will decrease the amount of fibers in the triceps getting the signal to contract.. the end result is atrophy. combine that with lackluster tricep genetics to begin with and your triceps will look like shit eventually. take a guy with great triceps to start and he'll have them forever, until they tear. take a guy like ruhl or chzirlok who's triceps sucked to begin with, and eventually they'll look like shit when they 'retire'.
