The douchbags at the top of the DOD are the ones to blame. They sit on their hands. Gates should have quit when he didn't like what Obama was doing. There were guys unhappy with the post war Iraq plan..they should have retired. There are guys now that don't like Obama and Hagel...they should retire. There were media outlets last week saying that on of the joint chiefs was planning on quitting over the budget...yet nothing.
