Why does the US allow itself to have water issues?

Maybe someone can clue me in here.. I am not an expert by any means but I can't figure out why people live in the middle east without water without problems for millennium and we let states here in the US suffer without water?

why does the US refuses to have a secure water source? Really curious because this makes absolutely no sense.

Are they so behind the times that they're dumber than those damn "terrorist cave dwellers who are jealous of our American smarts and freedoms" or are not securing our water for some other reason?

I mean it's one or the other, there's no in-between,

so...???

Difference in the amount of agriculture and consumption of water per capita?
