my dad got into an accident last week.   Cop gave both parties each others paperwork and drove away lol.  They had to meet up afterwards (awkward!) to trade paperwork back.  Cop didn't bother citing anyone.  He left and drove across street to McD drive through and sat there for 10 minutes avoiding eye contact while one of the parties sat there with damaged cars waiting for tow trucks.  unbelievable.  Needed coffee, I guess.

You are actually correct (even though you don`t realize it).  Laws are only worthwhile if they are enforced.  The nicer the area, usually the more strictly the law are enforced.  Any area where laws are not enforced strictly or where too many laws are being broken and not enough enforcement, that area will be a complete shit hole.  Detroit is a great example.
