Not sure. By accomplishment(s)? By riding positive economies? By winning second terms (sorry, GHB)? Good question to hash out over beers -ie. Reagan was on watch when Russia imploded, but he also was responsible for IranContra; Obama has seen the economy turn around, but his foreign policy is feckless, at best, etc.

FYI,

Clinton benefited from the explosion of the internet and tech related stocks.  Had fuck all to do with it.  Just lucky timing.

His appeasement policy regarding our enemies directly led to 9/11.  Read Osama Bin Laden's own writing on the subject.
