Because they desn't believe in god anymore, too intellgent. So - no purpose, no reason to procreate, it just makes no sense. High intelligence has always been correated with low birth rate. Everything else is just a natural progression of events. There is no "world government", just very rich people who have commons interests so they (logically) cooperate to stay rich and their decisions are often not in favor of poor.
