The backstory is that the picture is a joke.  

If you look at the “blood” closely you can see that it is an altered photo.  The guy that is frame left has a German flag, The guy that is frame right has a Russian flag.  The guy in the middle has a Polish flag.  

The photo has been altered to make it a joke about WWII and the Cold War.

I think originally it was three guys who knew each other having drinks somewhere.  I wrote the file name to be a joke caption.
