No doubt she wasn't properly trained to deal with the angry black man. She was probably force-fed a load of bullshit about never drawing her weapon unless she sees a weapon first and especially not drawing her weapon on a black man, lest she pull the trigger and spend the rest of her life in prison or on the run.
