Shes a bitch and all, but " is it legal or illegal to share classified information with someone that doesnt have security clearance", the real answer to that " 99% of the time illegal", but there are some legal cases, when youre downrange especially in hostile territory working with assets, you have discretion to share some information even though they dont possess a US security clearance or an equivalent one from their country.

As far as "is it illegal to lie under oath", absolutely, she shouldve been easily able to answr that. Sure you can hide behind national security endangerment and not answer, but never lie.

This is the closest i can imagine. You either have to perjure yourself and lie (which he did, he took a huge risk and lied in order to protect STELLARWIND), or you have to cite NatSec reasons to not answer...The latter is similar to a "No comment" where you can almost guess what the answer is.  For example if you had eggs for breakfast and someone asked you if you had pancakes, you shouldnt have any reason to not say NO... but if someone asks you if you had eggs, and if you say "no comment", you can kinda see the person is trying to avoid a simple question, why cant he say NO if he didnt have eggs?

Now its different if youre arrested and being charged and the cops ask you questions, you have the right to say no comment from the very beginning and not answer anything... but if you start answering questions and only use the "no comment" for one or two questions, it makes the interrogator think " He answered alot of questions why did he dodge those few?".

Same as the clip below, he has to testify, and has answered alot of questions, so if he chose to dodge the question and cover his own ass by citing reasons why he cant answer that question, in a sense he was saying the program existed. In some wierd way one needs to admire him for taking that huge risk and not blowing the lids off of a LEGAL US program. One can argue if it sucks if NSA collects data or not, thats irrelevant, as far as the IC goes, it was LEGAL. So James Clapper was essentially protecting a highly clasified program at the risk of perjuring himself. This is in some ways no different than a reporter protecting their sources.
