Any gifts of that magnitude should have been disclosed on Form 709. No such forms were filed by them during those years and virtually all of their income was classified as business income- presumably through their foundation and speeches.

As a birthday present, the $1M clearly needed to be disclosed as a gift for tax purposes... that was not done
