Charlotte man shot by police allegedly stabbed wife, threatened to kill family, documents show

Keith Lamont Scott, the 43-year-old North Carolina man shot and killed after a confrontation with Charlotte police, allegedly stabbed his wife, hit one of his children and threatened to kill his family, his wife claimed in multiple requests for domestic violence protective orders, one of which she filed last year.
 
Local media obtained the documents. In 2004, Rakeyia Scott wrote that her husband "assaulted me several times by stabbing me in the back almost puncturing my lungs, he sliced me [sic] ear, and bruised my body," Fox 46 reported.

In October of 2015, she wrote, "He hit my 8 year old in the head a total of three times with is [sic] fist... He kicked me and threaten [sic] to kill us last night with his gun. He said he is a 'killer' and we should know that." She also said he carried a 9mm handgun but did not have a permit for it, WSOC reported.

Both orders were ultimately dismissed later when Scott's wife said he no longer posed a threat to the family, Fox 46 added.

Rakeyia Scott reportedly recorded video of her husband's encounter with police last week. Police have said he was armed, but witnesses say he held only a book. The 2 1/2-minute video does not show the shooting, though gunshots can be heard.

The gun recovered at the scene of Scott's shooting had been stolen and later sold to Scott, a Charlotte-Mecklenburg police source told The Associated Press on Monday.

The department said plainclothes officers who saw Scott with a gun and marijuana left the area to put on vests identifying them as police before confronting him.

Police Chief Kerr Putney said Saturday he released portions of body camera video pertinent to the shooting and hoped to release the rest after a State Bureau of Investigation probe. But he acknowledged that a new state law taking effect Oct. 1 will likely require a judge's approval for further releases of footage.

More than 100 people jammed City Council chambers Monday to vent their frustrations with police. Speakers took direct aim at Mayor Jennifer Roberts as well as Charlotte Mecklenburg Police Chief Kerr Putney, calling on them to resign from their respective offices.

A law enforcement group is charging CNN edited video of the racially charged police shooting of a Charlotte, N.C., man to make officers look bad.

Blue Lives Matter, an organization comprised of active or retired law enforcement officers, claims the cable news network edited video of the Sept. 20 fatal shooting of Keith Scott to cut out police ordering him to “drop the gun,” fueling claims Scott, a black man, was unarmed when he was shot by Officer Brentley Vinson. Although Vinson is black, the incident was the latest police shooting around the nation to spur violent protests and rioting.

"The editing was clearly intended to give viewers the impression that Scott wasn't armed. By intentionally excluding information to promote the false narrative that the officer-involved shooting of Keith Scott was unjustified, CNN directly contributed towards inciting violence and destruction in the Charlotte riots,” Blue Lives Matter said in a statement. “Innocent citizens were hurt during the Charlotte riots, but editing like this also incites violence against police officers long after the riots are over.”

The video in question was taken by Scott’s widow, Rakeyia Scott. In it, she can be heard saying, “He has no weapon.”

Video released by the police shows Scott, who police say was in his SUV rolling a joint, getting out of the vehicle and backing away from police as they crouched with their guns drawn. The grainy video does not clearly show whether Scott had a gun in his hand, but police say they recovered a stolen, loaded handgun at the scene and that Scott was wearing an ankle holster.

The full, unedited video includes a police officer shouting, “Gun. Gun. Drop the gun.”

As Rakeyia Scott pleads, “Don’t shoot him, don’t shoot him,” and “He didn’t do anything,” police continue to yell “drop the gun” or a similar phrase at least 12 times in 38 seconds.

Blue Lives Matter claims the edited video helped create an erroneous impression that police acted with unnecessary force, and may have played a role in rioting.

“There are consequences to editing video like this, and it may cost more officers their lives,” Blue Lives Matter said.

In August, CNN was accused of editing comments from the sister of a black man killed by a black Milwaukee police officer to make it appear that she called for peace. The shooting of Sylville Smith, who police said refused to put down his gun, touched off riots and violence in the city.

Smith’s sister, Sherelle, was quoted as calling for an end to violence “in the city.” But CNN left out what followed: a call for protesters to burn down the suburbs.

CNN correspondent Anna Cabrera tweeted an apology for the edit, saying, “We shot-handed sister’s quote. Unintentionally gave the impression she was calling for peace everywhere. Correction.”

The North Carolina cop whose shooting of a black man in September touched off riots and helped fan fanned racial flames around the nation will not face charges, a prosecutor said Wednesday as he painstakingly laid out evidence the dead man brandished an illegal gun at police and ignored repeated commands to drop it.

Charlotte-Mecklenburg District Attorney Andrew Murray determined that Officer Brentley Vinson's actions in killing Keith Lamont Scott were justified.

“We cannot know what Scott’s intention was that day,” Murray said.

Scott's family has said he was not armed.

Murray held an extensive news conference and displayed a nearby store's surveillance video showing the outline of what appeared to be a holstered gun on Scott's ankle, and he gave extensive details about other evidence that Scott was armed.

Prior to any confrontation, Vinson informed another officer that he saw Scott with a gun, Murray said. Officers at the scene said after Scott was shot, the gun fell to the floor.

"Mr. Scott's DNA was found on the slide of the gun and the grip of the gun," Murray said. The Charlotte police crime lab found Scott's fingerprints on the gun, but the state crime lab "did not find that print to be of value."

Murray said a Colt .380 semi-automatic was recovered at the scene with one live round in the chamber with the safety off. The gun was cocked.

"Mr. Scott illegally purchased the gun on Sept. 2," Murray said. The seller admitted to selling the gun to a third party on Facebook.

"Basically the seller saw, what we all saw, the video of the incident and said, 'I know that guy and I know that gun," Murray said.

Plainclothes officers had gone to the complex about 4 p.m. on Sept. 20 looking for a suspect with an outstanding warrant when they saw Scott -- not the suspect they were looking for -- inside a car with a gun and marijuana, department spokesman Keith Trietley has said in a statement.

Officers saw Scott get out of the car with a gun and then get back in, police said. When officers approached, they said, Scott exited the car with the gun again. At that point, officers deemed Scott a threat and Vinson fired his weapon.

Scott, 43, was pronounced dead at Carolinas Medical Center. An autopsy report from Mecklenburg County authorities says Scott died of gunshot wounds to the back and abdomen.

Vinson, who is also black, had been with the department for two years at the time of the shooting. He has been on administrative leave which is standard in police shootings.

At a Wednesday news conference, Murray said an expert determined that all four shell cases that were fired were from Vinson's gun.

Body camera and dashcam recordings released earlier by the police department did not conclusively show that and city officials were criticized for the length of time it took to release police video of the shooting.

Scott's final moments also were recorded by his wife, Rakeyia, in a video shared widely on social media. She can be heard shouting to police that her husband "doesn't have a gun." She pleads with the officers not to shoot before a burst of gunfire can be heard.

The shooting led to two nights of violent protests, including a fatal shooting in downtown Charlotte the next night. The unrest gave way to several more days of largely peaceful demonstrations, and the city instituted a curfew for multiple nights.

The family should be charged with inciting riots this guy had a gun, the lawyer for the family admitted it finally today and all we heard from day one is that he had a book...

Come the fuck on his family needs to be brought up on charges

Come the fuck on his family needs to be brought up on charges

People need to have all of the facts before making demands and shouting blame. Sadly this doesn't happen and you end up with riots and more death. I highly doubt cops wake up and go to work and say to themselves "I hope I shoot a black guy today". That the officer was black makes it even more ridiculous.
