Maybe he's disabled. If he shops Walmart, do you suppose he uses one of those motorized carts to get around? In downtown Portland, he'd get free parking anywhere he wanted as long as he remembers to post the handicapped placard in a visible location inside his vehicle....even if it's a big wheel truck which would require a bit of a jump on exit and a climb on entry.
