Problem with Dark Web and the claim of anonymous browsing is that the majority people doing this from their homes don't realize all of their traffic first goes through their ISP. So Time Warner, Cox, Verizon, etc... already know what sites you're visiting weather they end in .onion, .com, .tv whatever. A URL is nothing but a name resolution for an IP. The IP must be known or else traffic wouldn't know where to go. So your ISP knows, then the main Internet switches which are all government owned knows about it. The only way this works is if you setup a private network which wouldn't be possible unless you had a shitload of money to spend to run fiber across the country/world.
