no it doesnt. meat is highly thermogenic and it is a very energy extensive process to break it down into useable energy since its amino acid form can not be utilized as it is and the resulting energy is very little. all in all you can not get fat on meat alone.

Common knowledge that protein is thermogenic. I also believe obese people have a much weaker thermic response to food in general which would explain why some people can not lose weight to save their lives.
