If you check section 6103.f of the US tax code it clearly states.
The sec ( treasury ) SHALL provide any tax return requested by the comm.
Now, they can't make it all public of course, BUT, he is legally required to provide it to the Ways and Means comm. of congress.

The piece states that there needs to be a legitimate legislative purpose. That you don’t like the President and need a new way to harass him now that your phony Russian scam has gone down the toilet is not legitimate. It’s the definition of illegitimate.

There are the letter and spirit of the law.  You can obey all the rules of the road and still
drive like an asshole.  Neal is an asshole, and this would set a bad precedent. 

When Republicans control the House, they can ask for the tax returns of every Democratic
candidate for President going back to 1864.  Heck, they could demand the returns of their
spouses and adult children.

Once again, the whole idea is nonsense. Trump has already stated he pays as little as possible. The impact is going to be muted to all but MSNBC viewership(those are far from enough to win 2020 btw).

Adults in the room understand a billionaire is tax advantaged and this whole idea of trying to ruin somebody AFTER they become POTUS for being a businessman BEFORE they became POTUS is going to backfire.

It looks like what it is to the average moderate voter...petty revenge, retribution, etc.
