can someone explain how the cops should have known for sure that the driver was not in on the robbery?
UPS guy was in uniform. And the way it went down, they knew it was a car jacking because the original robbery vehicle ( a UHaul moving van ) was all shot up from a gun fight with the store owner, and people saw them just grab whoever was close by when they ditched the van.

For what it's worth, the Miami Dade Police Department is saying that their new training is to rush and actively engage any active shooters. The new training is based on the Parkland school shooting, where Florida law enforcement were criticized for not acting fast enough. There is an argument going on in Florida right now, if this actually qualifies as an active shooter, or whether police forced the confrontation.
Some old timers are saying it should've been handled softer, with negotiators being brought in, etc.... The other side is saying "nope, active shooters, we have to engage" more or less.
