Thousands of illegal border crossers have tested posted for the CCP virus. They have been allowed to cross the border and have been bussed throughout Texas without any requirement to isolate. No doubt the Admin is upset that Florida and Texas have demonstrated that lock downs are not necessary (compare the numbers in Calif and NY with Florida and Texas). Is the Admin trying to increase the rate of infection in the border states? Just asking. In the 60's they use to say trust no one over 30, maybe that should be changed to 70 now.
