Years ago I got a cease and desist letter from Sony for downloading torrents.
Truthfully, I don't know whether it is fiber optic or not. What I do know it that my grandson and son-in-law who are into streaming and downloading via BitTorrent never complain about speed. I do occasionally get emails from Comcast informing me about copywrite violations using BitTorrent. It used to freak me out because I was convinced Comcast would terminate my account. But nothing I say seems to make a difference, so I gave up.
Best practice is to ignore any of these types of letters. Responding to them actually alerts them to come after you.
They go after seeders of new movies and tv shows mostly, not some movie from 1970.You can get a VPN very cheaply today. Skip the free VPNs, they keep records.
Or you can play by the rules and pay for what you watch.
