Offices or any other commercial space are notoriously hard to convert to residential.  You’re better off tearing it down and building new

Dunno where you live but in my city it’s common to have tv/internet covered by association fees.  The building is able to collectively negotiate a lower rate for these services than if each individual resident bought their own subscription, so it works out
