Are there any good Mexican competitors to look out for? 

the IFBB is not very big in Mexico, not very well organized.  NABBA, WABBA and Musclemania are all there, but no one org currently dominates.

the athlete who has competed the most in international contests recently is Francisco Rios

Is the IFBB presence even in Mexico?  Can somebody get a pro card from Mexico?  I see alot of people from other countries some of which are much smaller in population get their pro card.  But I haven't seen any pro from Mexico.  I saw some pro from Brazil in one of the live webcasts the other day but none from Mexico.
