And, dems do it too:
Clinton and Albright gave them 2 reactors and millions of dollars in '94 with the promise that they would use it just for generating electricity. Shortly thereafter, they used them to further their goals of nuclear enrichment flying in the face of the Clinton Administration. Albright said in an interview that N. Korea "cheated".
