It's not a "It's up to you guys scenerio." You have to declare them and show them what you have, and if your under the allowed dosages, you can bring it through. It's not something where your saying "Am I under the limit," it's more like "Here's what I'm bringing back." End of story.
I've been across the border many times since I've lived in Tucson, and bringing back VIcodin, Anabolics, or 2 Apples all fall under the same scrutiny. They just have to konw it's coming through.
The Checkpoints are a totally different ordeal. Checkpoints are monitored by an agent and a drug dog. Any person will tell you that they don't even make you stop unless the the dog starts going nuts.
