I'd be willing to bet every penny I have that your biggest set back is very simple and easy to fix. You're not eating enough food, you're not eating enough meals, and if you are, you're not eating these meals based around the best food choices. Start eating like it's your job. Do this until you get some good gains. After that, and when you're ready for AAS, read this.

I agree with this 100%, but if you are naturally skinny and hardgainer, its proly also tough for you to down alot of food, so, whereas I only reccommend steroid use in logical fashion, i can say that steroids do a hell of a job for the appetite.
The thing is though, it all works like gears: eating makes you grow, growing makes you eat, working out makes you sleep, sleeping makes you grow, and growing makes you want to work out more. You throw steroids in the mix, and all of this increase, except for the sleep. However, if any of these is missing. none of it will work. So, its like gears, break one of them, and none turn.
Stick around man, and learn all you can. Its nice to have you here. Remember: steroids are not the solution, they are just and extra gear.
