We are intenting on bringing someone in to consult and advise, I've never competed myself but have been training for several years. actually the only contest I ever did was the "Body for Life" contest in 2000 and did very well.
This is all together very different and I'd like to find the best help I can for her. This is exactly what I was looking for.

This week she's going to switch up her dieting alittle, more protein a little less carbs. and more cardio. we'll be looking for a local show in March and then possibly a National Qualifier in April what do you suggest?

It depends on where you live, but alot of local/regional NPC shows ARE National Qualifiers. I would start at the local/regional level.
It's really, really important when contest prepping to put your faith into ONE person with contest experience and listen to ONLY that person when it comes to your diet and prep. Otherwise, you will get yourself all screwed up, even if you think you know what you are doing.
For figure competition, it's critical to work with someone who is experienced with posing, suit selection, and presentation since these are such important elements of the competition.
I judge at the local/regional level, and two things that always make a HUGE difference for me are (1) how a competitor poses and presents herself and (2) how a competitor looks from the backside (the backside is the tell-tale indicator of conditioning on women IMO).
If you are shooting for her competing in March/April, then you should try to find someone to start working with by early January.
