Not sure what it stands for exactly....Assistance *something* Severely Handicapped...its a social service in Canada for people with disorders who would find it hard to work and earn a living.  I took a guess that you might be on it     
 

maybe its an Alberta thing---to be truthful I was on something similar, some medical assistance thing 10 years ago.  They would not let me get a job even if I wanted to as I had severly beaten the shit out of the manager at my previous job.  So essentially they paid me not to look for a job.  So yeah its probably same concept.
