He can't do it to begin with.  Unless he does that martial law shit he passed with a signing statement a while back.  It involved the ability to freeze congress and essentially make Bush a dictator.  Maybe he could do it that way but as is now, he can't.  Oh shit :-\

as I said, I think he would have to use his signing statement version of martial law, which he could.  as is now he can't, congress controls the cash.  If there is a large crash, maybe he will do just that and that will put congress completely out of power for quite a while.
