White vs. Non-white neighborhoods

Not a racist post, just a sociological question:  Why is it that white neighborhoods are so much nicer and quieter than "colored" neighborhoods?  Is it because white people have better manners and are more proper, or is it not about race but rather about the white people having more money thus having nicer neighborhoods and being acting more civilized?

Almost finished my diploma course, so got some shit like assignments and tests on soon.

More services and a higher percentage of home ownership in 'white' neighborhoods. This doesn't apply to places where the black middle class (doctors and lawyers) live together.

there r a lot of middle class black folks that live around me and my neighborhood is quiet...

whats IS annoying however about my neighborhood is that a lot of africans (cab drivers) have like 15 people living to a house and in the morning we have our own mini rush hour to leave the friggin neighborhood.

why dont we move? well for 1) my mum keeps thinking every plot my dad buys elsewhere is haunted  :-\
2) current location does serve as a centeral driving poing to all buzinesses...convenience
