As of first week of Aug 2001, Bush's legacy was only limiting stem-cell research and of course, ignoring a pretty important memo on 9/11 attacks.
Obama has done a LOT more. You can argue it was good or bad things that he did. But he has been able to enact almost all the changes he wanted - and he's still right where Bush was, and way ahead of Clinton.
