President Barack Obama announced his plan to lift the ban while signing the Ryan White HIV/AIDS Treatment Extension Act of 2009.

WASHINGTON -- President Obama will lift a 1987 ban on foreigners with AIDS entering the country.
"We talk about reducing the stigma of this disease, yet we've treated a visitor living with it as a threat," Obama said Friday.
Obama said an order lifting the restriction will be issued Monday and take effect after 60 days.
"If we want to be the global leader in combating HIV/AIDS, we need to act like it," he said.
The ban prevented the U.S. from hosting international conferences on global strategies to fight the spread of the disease.
It also kept apart families whose loved ones were not allowed to enter the U.S., even to get treatment from the leading doctors.
Obama credited President George W. Bush with starting the process that will allow an end to the ban.
