Congressmen/women Switching Parties

I know less than most everyone here about Politics so can you guys tell me why Congresspeople are allowed to switch parties in the middle of their terms?

Does it seem wrong to you?

I know it's been done on both sides.

I agree...

I wonder what is the reasoning behind allowing it?

1.  To save face and bolt a sinking ship.

2.  The caucus with other members of that party on legislation.
