I agree with Drkaje. We have the same problem in the UK where the saftey nets put in place by the social security system have created an irresponsible, welfare dependant, feral underclass. We call it "chav culture" and it spans most races within the UK. The worrying thing is that we seem to now be within the third generation of people that think it's acceptable to just take off the welfare system and while taking no responsibility for how they live their lives.
