UNITED NATIONS - Canada hit back on Tuesday over a United Nations "expert report" that criticizes how minorities are treated in the country, charging it contains inaccuracies and bases several findings on unsubstantiated claims.

The rebuke at the Geneva-based UN's Human Rights Council came just minutes after Gay McDougall, the UN's Independent Expert on Minority Issues, tabled the document at a session where Libya, China and Iran are expected to to slip under the radar despite claims of series persecution of minorities by those countries.

Ms. McDougall, who investigated Canada during a 10-day cross-country tour last October, told the Council that "diversity is celebrated" in Canada - then painted a grim picture of discriminatory practices she said minorities feel they face.

Both her statement and the report charge that minorities in Canada are victims of disproportionate levels of poverty, job-market and workplace discrimination, and racial profiling by police.

"Canada is undoubtedly a society open to and accepting of cultural, religious and linguistic differences," Ms. McDougall said.

"However, many belonging to ethnic, religious and linguistic minorities ... feel their problems have not been adequately addressed."

According to the report, Canada needs to give minorities special help to get jobs, to become more politically active, to move out of poor areas and to cut their high-school dropout rates.

Canada should also ensure that Muslim and Arab communities don't feel they are "targeted" by counter-terrorism measures, the report says.

The report emerged last week as a Statistics Canada study predicted that visible minorities would collectively account for a third of the Canadian population by 2031.

Canadian officials indicated on Tuesday that Canada particularly disagrees with Ms. McDougall's "content and analysis" of alleged racial profiling.

In one instance, the report draws conclusions from the findings of a single media report.

"The report contains strong comments on racial profiling, without offering clear statistical evidence to support such observations," Alison Leclaire Christie, Canada's deputy permanent representative to the UN in Geneva, told the Council.

"Unfortunately, in some cases, findings appear to be drawn from anecdotal evidence or from an assessment by one individual or journalist."

Canada also questioned the report's utility as a reference for other countries seeking to determine what works, and what doesn't.

"Could the independent expert describe or comment on any best practices and models that she encountered during her visit to Canada that might prove useful in other country situations?" asked Ms. Leclaire Christie.

The remark is significant because one reason many of the UN's independent experts give for investigating countries that already have a wide array of human rights protections is to uncover "best practices" that other countries can adopt.

However, the report's failure to mention any Canadian "best practices" raises the question of whether Ms. McDougall considers that anything Canada does is worth replicating elsewhere.

Ms. McDougall presented her report in the same week the Council separately considered "Situations that Require the Council's Attention" - but overlooked several countries that human rights groups say are guilty of serious violations.

"It's tragic that the Council's main annual session is turning a blind eye to the worst human rights violators - including Libya, which has persecuted two million black African migrants - and is instead wasting time on one of the world leading democracies - Canada - pretending that that's a pressing problem," said Hillel Neuer, executive director of the Geneva-based monitoring group UN Watch.

A U.S. national, Ms. McDougall has faced separate criticism that she makes too many visits to developed democracies, and not enough to places where minorities face serious persecution. Of the other seven countries she has investigated since her 2005 appointment as minorities expert, three - France, Greece and Hungary - are European Union members. The others are Kazakhstan, Ethiopia, Dominican Republic and Guyana.

Funny, if you replaced "Canada" with America, there would be a shitload of posts by third world posters about how bad America is, but because it's Canada that makes it OK ??? ::)

ths UN is a worthless group.  They mean nothing...




...unless of course we're justifying a war solely upon one of their resolutions.  In that case, their word is worth trillions in debt and tens of thousands of casualties, right? ;)

My issue is not so much the UN, as it is with Gay McDougall, the author of the report.
It appears her evidence is quite anecdotal, and does not go far enough into the actual data itself.

In any society you will find incidents of discrimination against minorities, ...both real & perceived,
however, while I find the incidents of racism, bigotry & xenophobia that occasionally occur, abhorrent, they are very few and far between. Relatively speaking, ...they are non-existent here in Canada.

It is more prevalent in Québec imo, due to the long history of Francophone feeling threatened by the overwhelmingly Anglophone society. They felt themselves to be a people under seige, and we well know the stupid irrational attrocities people commit when their thought processes are clouded by fear.
 
I know there are some immigrants who feel very hard pressed upon, however, I also know there are many who are woefully unaware of how competitively unemployable they are. The main issue is most frequently their lack of English or French language skills.... both written & oral. A friend of mine publishes a Vancouver based national monthly magazine specifically geared towards newcomers. It's entire focus is on helping new Canadians acclimatize and achieve success in their new country. He has also set up a networking group to allow successful Canadian immigrants to help, guide, and mentor newcomers in all areas, from finding a job, starting their own busiesses, upgrading their skills, practicing language skills, locating resources, acclimatizing to Canadian culture etc., etc., etc., I have to tell you, I have never heard of any other country that takes such proactive measures, and goes as far as Canada does to assist newcomers to their country. It wasn't until I joined Nick's efforts to assist newcomers that my eyes became open to many of the resources Canada makes available. It is absolutely staggering, ...and I know that's just the tip of the iceberg.

Canada and Canadians don't view this as a "handout", we see it as an investment in our country and our country's future, that has been producing a staggering ROI over the years. We also don't or rather shouldn't pat ourselves on the back for our humanitarianism or altruism either, because it has nothing to do with those lofty qualities. It might feel good to say we are all those things, and it might make us look good in the eyes of others, but make no mistake about it, ...our motives are not that noble. It is straight up pragmatism, and good common sense. Bigotry & xenophobia are "luxuries" this country simply cannot afford. We are the 2nd largest country in the world, and most of our land is unoccupied virgin wilderness. I don't think it would be an exaggeration to guestimate that at least 95% of our land mass is unoccupied. There are regions in our country that people don't venture into without homing beacons transmitting their locations, ...many areas that quite possibly have not even been set foot on. WE NEED PEOPLE! ...and we need them YESTERDAY! We recognize that immigrants are Canada's future, ...and if we treasure our country and our culture... we better darn well make sure we help these newer Canadians to integrate and assimilate into Canada, and into Canadian culture pronto. We know what we have to do and we are doing it.... whether Ms. McDougall sees it or not.

I have no idea how that woman can ever show her face in public. With that report, she has lost all credibility with her peers, as well as human rights organizations throughout the world.

Most first world countries do that (technically anyway).
